What to do about a highway bypass?

I live in Jasper, Indiana, a very vibrant town of 16,000 +. While I am very proud of what our town offers and the support from industry, I am very concerned that a few business people along with their political allies have been working with INDOT to put in a 54 mile new terrain highway with a bypass around Jasper. I, along with thousands of others are afraid this will ultimately have a costly and negative impact on the county and our city. What are your thoughts regarding this type of project and the economic development group pushing it as something we need for economic growth?
