How should we get people to comply with local regulations?

My town (pop. 8600) is strong in many ways. We have shared parking downtown, we allow ADUs everywhere, etc. But my question is about enforcement. The development review board likes to put a lot of conditions on approvals, but if the property owners don't comply, there's little recourse. We can't afford lawyers. Are there any clever ways to get compliance -- or maybe not rely so much on conditions?
