Best options when replacing town signage?

I am working with a small community in Virginia (roughly 1,500 people) that has a large downtown for its size and benefits from out of town tourist and retiree Dollars. The welcome signage into town has become dated and they are looking to replace it. They are thinking about just putting up new signs, but I am interested if there are any other options available that may provide a better return for them? 

On one hand, I say the best signage is just a vibrant downtown (put the $ into visible, tactical  improvements on the street itself), but would be interested in getting input for a small job like welcome signage replacement. Appreciate any insight! -Jeff
