Can Asheville, NC be improved or is govt too much of a problem?

Hi, I am considering moving to Asheville NC from NYC. As you know NYC is the only place in the US with reasonable density to parking space. When I look at Asheville, it's like a textbook of bad design, and I see a blank slate of opportunity. So many empty parking lots to fill in, so many parking garage buildings to repurpose. Why don't they have a light rail to connect to high speed rail? Is it seriously possible to change this place, because I don't know if I can live like the rest of the country lives. I can't look at all that wasted space and hear people complain about lack of parking at the same time. It will drive me insane, and also I don't drive so that is also a problem. 

I see a woke government and that usually means nothing decent will get done.
