Value Needed to Justify Investment
Maybe this was covered somewhere I couldn’t find, but is there a particular amount of value or taxes to be generated that justify the cost of a new street? And what’s a resonance return period for the investment? 15 years? 30 years?

There are so many variables there -- the type of street, the type of tax system, the soil conditions, drainage costs, are there utilities or not, traffic flow, pavement type, etc... -- that it's really impossible to answer.
