Walking Trail Master Plan & ROW
Good afternoon! I just moved into my neighborhood--a small area named the Village of Eagle in Chester County, PA. The township of Upper Uwchlan manages municipal governance, and it actually has a Trail Path Master Plan passed in 2005. However, 17 years later, it is not completed, and it leaves my neighborhood without any side walks or accessible paths to retail or the main street.
One item I did notice in the Master Plan was the requirement to request access to the Right of Way from PennDOT on certain roads, one of which runs along my community entrance. Has anybody had any success petitioning their local Boards to build more walking paths/sidewalks? Has anybody faced this issue?

Hi Patrick,
I have had some similar issue in Seattle, with outdated plans that haven't been constructed. We do love making good plans with nice looking covers, and no funding constraints. Have you reached out to your City or County to see if there's a Pedestrian or Bicycle Citizen's Advisory group? Too often these projects stall out without vocal community support and champions. If start by going to the Citizen Advisory Group, then by reaching out to the public works / city engineers, and of course your local government representation, it's amazing how suddenly a grant will come through to build it.
